In an increasingly multipolar world, Europe’s claim to strategic sovereignty faces a crucial test. Whilst geopolitical tensions between the US, Russia and China are challenging the international order, the question remains: how can the European Union strengthen its institutional, economic and security autonomy – without sacrificing its values-based identity?
Reinhard Bütikofer, a former Green Member of the European Parliament and renowned expert on European foreign and security policy, will explore the tensions between the political desire for sovereignty and the structural realities of global power relations in his keynote speech.
What institutional, technological and economic conditions are necessary to achieve sustainable strategic sovereignty for Europe?
To what extent can the EU preserve its geopolitical autonomy without weakening its transatlantic ties or compromising its values?
How is Europe positioning itself towards China?

About the Speaker

Image: Reinhard BütikoferReinhard Bütikofer is a leading figure in German and European politics. From 2002 to 2008, he served as Federal Chairman of B?NDNIS 90/DIE GR?NEN, having previously been State Chairman in Baden-Württemberg (1997–1998). At the European level, as a Member of the European Parliament from 2009 to 2024, he was particularly committed to European cooperation and international relations. In addition to other roles, he was a member of the Committee on Foreign Affairs and a substitute member for international trade in the European Parliament.
Reinhard Bütikofer is, among other things, a Senior Non-Resident Fellow at the Center for Economic Policy Analysis (CEPA, Washington, D.C.), a member of the Europe/Transatlantic Advisory Board, the German Council on Foreign Relations (DGAP), the European Council on Foreign Relations (ECFR), the 欧洲杯投注地址_明升体育-竞彩足球比分推荐 Institute for Strategic Studies (IISS), the German-Taiwanese Society, and the Advisory Board of the Global Taiwan Institute (Washington, D.C.).
He is a recipient of the Order of Merit of Baden-Württemberg, the Order of the Rising Sun, Gold Rays with Collar (Japan), the Grand Medal of Diplomacy (Taiwan) and the Fray 欧洲杯投注地址_明升体育-竞彩足球比分推荐 Sustainability Award.
